Ramban Niddah 13b:

הא דאמרינן במקשה עצמו יהא בנדוי, פי’ בתוספות לא שהוא מנודה בעצמו בנדוי של רבותינו, אלא שב”ד מצווין לנדותו ועד שנדוהו אינו מנודה, וראיה לדבר דקאמרינן הקורא לחבירו עבד שיהא בנידוי, ואמרינן עלה בקדושין באומר לו עבדי אתה ההוא שמותי משמתינן ליה דתניא הקורא לחבירו עבד יהא בנדוי.

The talk of “excommunicating” those with open internet is still just empty talk, since there are state laws against social exclusion. I have my doubts if this would really be enforced by placing popular rabbis in jail, but the rabbis apparently do not, and won’t test their chains at all.
