Limit CIA Role To Intelligence

INDEPENDENCE, MO., Dec. 21 — I think it has become necessary to take another look at the purpose and operations of our Central Intelligence Agency—CIA. At least, I would like to submit here the original reason why I thought it necessary to organize this Agency during my Administration, what I expected it to do and how it was to operate as an arm of the President.

I think it is fairly obvious that by and large a President’s performance in office is as effective as the information he has and the information he gets. That is to say, that assuming the President himself possesses a knowledge of our history, a sensitive understanding of our institutions, and an insight into the needs and aspirations of the people, he needs to have available to him the most accurate and up-to-the-minute information on what is going on everywhere in the world, and particularly of the trends and developments in all the danger spots in the contest between East and West. This is an immense task and requires a special kind of an intelligence facility.

Of course, every President has available to him all the information gathered by the many intelligence agencies already in existence. The Departments of State, Defense, Commerce, Interior and others are constantly engaged in extensive information gathering and have done excellent work.

But their collective information reached the President all too frequently in conflicting conclusions. At times, the intelligence reports tended to be slanted to conform to established positions of a given department. This becomes confusing and what’s worse, such intelligence is of little use to a President in reaching the right decisions.

Therefore, I decided to set up a special organization charged with the collection of all intelligence reports from every available source, and to have those reports reach me as President without department “treatment” or interpretations.

I wanted and needed the information in its “natural raw” state and in as comprehensive a volume as it was practical for me to make full use of it. But the most important thing about this move was to guard against the chance of intelligence being used to influence or to lead the President into unwise decisions—and I thought it was necessary that the President do his own thinking and evaluating.

Since the responsibility for decision making was his—then he had to be sure that no information is kept from him for whatever reason at the discretion of any one department or agency, or that unpleasant facts be kept from him. There are always those who would want to shield a President from bad news or misjudgments to spare him from being “upset.”

For some time I have been disturbed by the way CIA has been diverted from its original assignment. It has become an operational and at times a policy-making arm of the Government. This has led to trouble and may have compounded our difficulties in several explosive areas.

I never had any thought that when I set up the CIA that it would be injected into peacetime cloak and dagger operations. Some of the complications and embarrassment I think we have experienced are in part attributable to the fact that this quiet intelligence arm of the President has been so removed from its intended role that it is being interpreted as a symbol of sinister and mysterious foreign intrigue—and a subject for cold war enemy propaganda.

With all the nonsense put out by Communist propaganda about “Yankee imperialism,” “exploitive capitalism,” “war-mongering,” “monopolists,” in their name-calling assault on the West, the last thing we needed was for the CIA to be seized upon as something akin to a subverting influence in the affairs of other people.

I well knew the first temporary director of the CIA, Adm. Souers, and the later permanent directors of the CIA, Gen. Hoyt Vandenberg and Allen Dulles. These were men of the highest character, patriotism and integrity—and I assume this is true of all those who continue in charge.

But there are now some searching questions that need to be answered. I, therefore, would like to see the CIA be restored to its original assignment as the intelligence arm of the President, and that whatever else it can properly perform in that special field—and that its operational duties be terminated or properly used elsewhere.

We have grown up as a nation, respected for our free institutions and for our ability to maintain a free and open society. There is something about the way the CIA has been functioning that is casting a shadow over our historic position and I feel that we need to correct it.

Jerusalem, October 23 – The incumbent prime minister of Israel vowed to conduct a thorough investigation of the numerous failures that allowed a Palestinian invasion of Israel’s south that took more than a thousand lives, captured hundreds of civilians including women and children, and involved the rape, torture, and mutilation of Israelis – after he has stepped out of political life.

Binyamin Netanyahu addressed a gathering of mayors from the affected region of the country. “This is just like after the Yom Kippur War” of 1973, he asserted, when a surprise attack by Egypt and Syria made unprecedented advances into Israeli-held territory and threatened the very existence of the Jewish State, or so many feared at the time. A subsequent inquiry detailed the intelligence, operational, and political missteps that led to the debacle.

“For now we must prosecute this campaign to its only reasonable conclusion,” he assured those assembled. “We must crush Hamas, eliminate its capacity to wage war, perhaps its very existence as a cohesive group, and make arrangements never to allow such circumstances again. Then, I guarantee, there will be a complete, comprehensive, non-partisan study of the leadup to, and the initial conduct of, this war – provided that, at that point, I have already retired from political life.”

Some Good Clean Fun at the Israeli Left’s Expense

Tel Aviv, October 12 – Figures on Israel’s left who have long pushed for a resolution of the conflict with the Palestinians that involves Israeli territorial concessions in exchange for Palestinian or international security guarantees have determined that current events might have rendered a planned series of events and publicity to promote the principle somewhat unwise to launch at the moment.

A handful of serving Knesset members, several dozen activists, a similar number of academics, and former legislators from the Labor and Meretz Parties agreed Thursday morning not to pursue a campaign they had scheduled to kick off next week to convince Israelis that relinquishing control of Israeli-held territories to the Palestinians will help Israel consolidate and shore its international standing, its economy, and its safety, a member of the group disclosed today. However, the developments of the last week have prompted some second thoughts on the part of at least half the coalition; a straw poll last night, followed by a formal vote this morning, saw the indefinite postponement of the initiative.

“We, uh, yeah, we think, uh, it might not be the most, uh, effective use of our resources,” acknowledged former Meretz MK Zehava Gal-On. “You know, with people’s attention on, y’know, other things. It’s not going to have the impact we aim to achieve with such a campaign.”

“We ourselves have no doubt about the justice and workability of our ideas,” explained Former Labor MK Yosi Beilin, an architect of the Oslo peace process and model that ceded control to, and armed, Palestinians in areas Israel had taken from Jordan and Egypt in 1967, including the major urban centers of the Gaza Strip, and in the aftermath of which thousands of Israelis have been murdered by Palestinians operating from those areas. “It’s just that there are some loud ideas out there that seem more compelling, more convincing, to many people, and which prevent people from understanding the necessity of implementing something similar again with more territory.”

“We will continue to monitor the situation,” asserted MK Merav Michaeli of Labor. “We don’t put much stock in public opinion polls, because they never show what we believe to be true anyway, but now is obviously not the time. Probably because of all the Likud and Bibi propaganda. That distorts everything. We want to set the record straight, and we have constant talks with some of our Palestinian colleagues about that, but for some reason they’re avoiding us right now. they must be very busy with personal matters or something.”

American Military ‘Help’ Will Multiply Jew-Hatred and Hurt America, Too

President Joe Biden announced last week that the United States would be funding – and possibly fighting – three wars in three different parts of the world at the same time. It is an ambitious foreign policy for a president who doesn’t even seem to be able to express a coherent thought without the help of a teleprompter.

Nearly every word of Biden’s speech was untrue, including the preposterous suggestion that “American leadership is what holds the world together. American alliances are what keep us, America, safe.”

US interventionism in Ukraine for over ten years and in the Middle East for decades has brought those two regions to the brink of an explosion unlike anything seen before. And if that is not enough, Biden’s neocons are also determined to take us to war with China over Taiwan. The world is literally falling apart in front of us as Biden claims we are the only thing holding it together!

After a brutal attack on Israel by Hamas earlier this month, Israel declared war not just on the terrorists who attacked its territory, but on the entire population of Gaza itself. Israel’s policy of collective punishment – razing Gaza to the ground – has inflamed Muslims from the Middle East to Asia to Western capitals. The anger rages more fiercely than we have seen in decades, perhaps since the founding of Israel in 1948.

Yet instead of trying to help facilitate a ceasefire and a peaceful solution, Biden has poured gasoline onto the fire, sending two US carrier groups and at least 15,000 troops, while threatening war on Lebanon, Iran, and Syria if they intervene in Israel’s war on the Palestinians. What might Russia do if the US attacks Russian forces in Syria or Russia’s allies in Tehran?

Biden also repeated the line that “Israel has the right to defend itself.” While that may be true, it is not Israel defending itself. It’s the US government intervening to defend Israel. And as the entire Muslim world rages against Israel over the destruction of Gaza, how do we think they will feel about us as the financiers and facilitators of that destruction?

By dragging the United States into this war, President Biden has planted the seeds of innumerable 9/11-style blowback attacks on the US. Yet he has the audacity to claim that all of this is keeping us safe.

Recent polls show that most Americans disagree with Biden. A CBS/YouGov poll taken last week shows that the majority of Americans oppose sending weapons to Israel. His Treasury Secretary Janet Yellen assured us that “we can afford” to finance two wars because the US economy is doing “exceptionally well.” Maybe the American people know something Yellen and the elites do not.

As Biden demands another $105 billion to fund the wars in Ukraine, Gaza, and Taiwan, his speech seemed to have a touch of campaign rhetoric in it. “I’m told I was the first American [president] to enter a warzone not controlled by the United States military since President Lincoln,” he said in his speech. The statement is blatantly false, but he must believe it gives him an air of bravado.

They say that it is advantageous to be seen as a “wartime president” when elections roll around, but Joe Biden may have miscalculated the level of support he will get for being a “World-War-Three-time president.”

על רקע מלחמת שמחת תורה, הגיע הזמן לעיין שוב במוסכמות יסודיות. האם טוב שצה”ל איננו שולט ברצועת עזה כפי שהרגילו אותנו לחשוב? או אולי עדיף שנשאל הפוך: האם יש סיבה רציונלית לחשוב שאיבוד השליטה ברצועת עזה מקנה לישראל יתרון?

העובדה שצה”ל איננו שולט ברצועת עזה אפשרה לחמאס להקים צבא ומאפשרת לו להמשיך להתחמש (כך הוא בוחר לנצל את משאביו, במקום לדאוג לאוכלוסיית עזה שבחרה בו). נבקש לבחון את המדיניות הציונית לאור אחד המדדים האובייקטיביים החשובים: נתבונן במספרי ההרוגים כתוצאה מהטרור לאורך 56 השנים שעברו, מאז כיבוש רצועת עזה בשנת 1967. נסתמך על דברים שנכתבו על ידי ארנון רגולר וצביקה גוטליב בעיתון הארץ בשנת 2005 שבוע אחרי גֵרוש היהודים מרצועת עזה וצפון השומרון.

בכותרת אותו מאמר, רגולר וגוטליב מספרים על 230 ישראלים שנהרגו ברצועת עזה במהלך 38 השנים שמאז כיבושה. בכך הם מקווים לשכנע את הציבור הישראלי בהגיון שבגֵרוש. על רקע הפוגרום שנערך בשמחת תורה, מספר זה דוקא משכנע שהגֵרוש היה אסון. יתר על כן, התבוננות בפרטים מראה שכל וויתור על השליטה ברצועת עזה עלה בחיי אדם.

מאז כיבוש עזה בשנת 1967 ועד הסכמי אוסלו בספטמבר 1993 (26 שנים) נהרגו ברצועת עזה 67 ישראלים, פחות מ-3 ישראלים לשנה בממוצע. הסכמי אוסלו החלישו את שליטת ישראל ברצועת עזה וכך דרדרו את המצב. בין השנים 1993-2000 (7 שנים בלבד) נהרגו ברצועת עזה 39 ישראלים, מעל 5.5 הרוגים לשנה בממוצע. באוקטובר 2000 פרצה אינתיפאדת אל אקצה הקרויה בצבא “אירועי גאות ושפל” (שהגורם העיקרי להם הוא הנסיגה מלבנון). במהלך שלוש וחצי השנים, 2000-2003 נהרגו ברצועה 72 ישראלים, מעל 20 הרוגים לשנה בממוצע.

במהלך השנה וחצי שמאז הודעת ראש הממשלה אריאל שרון ז”ל על תכנית ההתנתקות ועד לבִצוע הגֵרוש בפֹעל בתאריך י’ באב התשס”ה 15 לאוגוסט 2005 נהרגו ברצועה 52 ישראלים, מעל 34 הרוגים לשנה בממוצע. סה”כ 67+39+72+52=230, לפי חשבונם של ארנון וצביקה, מתוכם 178 הרוגים ישראלים במהלך 25 השנים שמאז כיבוש רצועת עזה במלחמת ששת הימים עד להכרזה של ראש הממשלה אריאל שרון ז”ל על תכנית ההתנתקות. בראייה לאחור, התקופה שבה צה”ל שלט ברצועת עזה היתה השקטה מכולן. לפי המדד של מספרי ההרוגים, כל נסיגה הרעה את המצב הבטחוני.

פתרון ציוני

עתה נתבונן בדרכי הפעולה שננקטו עד היום ובדרכי הפעולה שעומדות בפנינו עתה. מאז הגֵרוש, ישראל יוצאת למבצעים צבאיים תכופים כנגד החמאס. כל מבצע צבאי כזה כרוך בסִיכון חיילים ובעלות כספית שנופלת על כתפי משלם המיסים. פעם אחר פעם ישראל משיגה שקט לתקופה קצרה תמורת הענקת האפשרות לחמאס להמשיך לבנות את כוחו הצבאי. איננו יוזמים הפצצה של מחסני תחמושת, כל זמן שהחמאס איננו יורה עלינו. את המחיר הכבד שילמנו בשבוע האחרון. בראייה עתידית, אם לא נשתלט על רצועת עזה, כיצד נוכל למנוע מהחמאס להקים צבא חדש (בהנחה שנמוטט או נחליש בהרבה את הקיים) ולייצר נשק מסוגים חדשים?

יש מי שיציע להפקיד את בטחוננו בידי נציגי אומות העולם, תוך ציפייה שחיילים של מדינה אחרת ימנעו מהחמאס להקים צבא. פתרונות מסוג זה דומים לטמינת הראש בחול. ניסיון העבר הראה שהאו”ם לא מנע אף מלחמה בין ישראל לצבאות ערב. יתר על כן, חיילי האו”ם שתפו פעולה עם מחבלים בחטיפת חיילינו ללבנון.

הפתרון המתבקש הוא להחזיר לצה”ל את השליטה ברצועת עזה. כך בעזרת ה’, חיילינו יוכלו למנוע את הקמת צבא עזה מחדש. לא נוכל להבטיח חזרה לתקופה של לפני הסכמי אוסלו, בה נהרגו פחות מ-3 ישראלים לשנה, אבל נוכל לפחות לשאוף ליעד זה.

כאן מגיעה הקומה הציונית: אם ברצוננו שהשליטה של צה”ל על רצועת עזה לא תהיה אפיזודה חולפת, נצטרך לבנות שוב את היישובים שבהם התקיימה חקלאות מפוארת ואנחנו החרבנו במו ידינו. כך גם יתוקן העוול כלפי המתיישבים וכלל עם ישראל וגם נעביר מסר ברור לכל חושבי רעתנו, לפיו לא ניתן להשיג שליטה בארץ ישראל בעזרת טרור. את רצועת עזה כבשנו במהלך מלחמת ששת הימים במאמץ רב. כבשנו ושרנו “השמש יידום בין עזה לרפיח…”. אם חפצי חיים אנו, עלינו לכבוש אותה עתה בפעם האחרונה. לכבוש ולשיר. הגבול של המדינה יעבור במקום שבו תעבור המחרישה.

במקביל להחזרת השליטה הצבאית ברצועת עזה והקמת יישובים, נמשיך להתפלל ליום בו ערביי עזה יבחרו בטוב. למי שמאמין בבורא שמים וארץ ברור, שיבוא יום בו יתקיימו דברי ישעיה הנביא: וגר זאב עם כבש ונמר עם גדי ירבץ. וכִתתו חרבותם לאִתים וחניתותיהם למזמרות. לא ישא גוי אל גוי חרב ולא ילמדו עוד מלחמה.
