Rabbi Weber shlita asked why the passuk (ישעיהו ס”ו כ”ב) precedes Chodesh to Shabbos, “והיה מדי חדש בחדשו ומדי שבת בשבתו יבוא כל בשר להשתחות לפני אמר השם”?
Why not go by the rule of תדיר ושאינו תדיר תדיר קודם?
And Rabbi Weber answered: This refers to our own day when entry to the Mount by Torah observant Jews is specifically blocked on Shabbos, but not Rosh Chodesh…
